In medium and high season there is a ban on disembarking on the island of Ischia for non-residents from Campania with cars, motorbikes and mopeds.
It is therefore not possible to board the ferries to Ischia with a vehicle in tow, generally from Easter to the end of October, if you reside in the Campania Region and are not permanently resident on the island.
Let’s see the ministerial decree in detail below, with all the prohibitions, the precise dates in which it comes into force year by year, the exceptions and the sanctions.

Limitation on the influx of motor vehicles for the year 2024 on the island of Ischia
GIVEN the art. 8 of the legislative decree 30 April 1992, n. 285, concerning limitations on influx and road circulation in small islands where declared municipalities of residence or care are located;
CONSIDERING that, pursuant to the aforementioned article, the Minister of Infrastructure and Transport, after having consulted the regions and municipalities concerned, has the power to prohibit, during the months of most intense tourist movement, the influx and circulation in the small islands of vehicles belonging to people who are not part of the stable population;
GIVEN the resolution of the Municipal Council of the Municipality of Ischia dated 26 January 2024, n. 9, concerning the ban on the influx and circulation on the island of Ischia of motor vehicles, motor vehicles and mopeds belonging to persons resident in the territory of the Campania Region; GIVEN the resolution of the Municipal Council of the Municipality of Lacco Ameno dated 24 January 2024, n. 10, concerning the ban on the influx and circulation on the island of Ischia of motor vehicles, motor vehicles and mopeds belonging to persons resident in the territory of the Campania Region;
GIVEN the resolution of the Municipal Council of the Municipality of Casamicciola Terme dated 21 February 2024, n. 19, concerning the ban on the influx and circulation on the Island of Ischia of motor vehicles, motor vehicles and mopeds belonging to persons resident in the territory of the Campania Region;
GIVEN the resolution of the Municipal Council of the Municipality of Forio dated 23 January 2024, n. 11, concerning the ban on the influx and circulation on the Island of Ischia of motor vehicles, motor vehicles and mopeds belonging to persons resident in the territory of the Campania Region;
GIVEN the resolution of the Municipal Council of the Municipality of Barano d’Ischia dated 26 January 2024, n. 7, concerning the ban on the influx and circulation on the Island of Ischia of motor vehicles, motor vehicles and mopeds belonging to persons resident in the territory of the Campania Region;
GIVEN the resolution of the Municipal Council of the Municipality of Serrara Fontana dated 29 January 2024, n. 10, concerning the ban on the influx and circulation on the Island of Ischia of motor vehicles, motor vehicles and mopeds belonging to persons resident in the territory of the Campania Region;
HAVING SEEN the note from the Prefecture – Territorial Office of the Government of Naples prot. n. 83793 of 5 March 2024;
HAVING SEEN the note from the General Directorate for Road Safety and Road Transport of the Ministry of Infrastructure and Transport prot. n.22242 of 11 October 2023 and the reminder note prot. n.3795 of 6 February 2024, with which the Campania Region was requested to issue the opinion of competence;
GIVEN the order of the Regional Administrative Court for Lazio – Section. 3rd – n. 1109 of 18 June 1999 which considers non-residents as owners of homes located in the municipalities of the island of Ischia as part of the “stable population of the island itself”; GIVEN the order of the Regional Administrative Court for Campania Section. 1st – n. 2972/2000 of 21 June 2000 which deems that the solution of reducing the number of vehicles belonging to the resident population, proposed by the municipality of Barano d’Ischia, in favor of an exemption for apartment renters, constitutes a balanced reconciliation of road safety interests and tourism promotion;
CONSIDERED it appropriate to adopt the requested measure restricting road traffic for the reasons expressed in the aforementioned documents, also pending the acquisition of the opinion of the Campania Region;
DECREES the following.
Prohibitions
From 29 March 2024 to 31 October 2024 the influx and circulation on the island of Ischia, municipalities of Casamicciola Terme, Barano d’Ischia, Serrara Fontana, Forio, Ischia and Lacco Ameno, of motor vehicles, motor vehicles and mopeds belonging to to people resident in the territory of the Campania region or conducted by people resident in the territory of the Campania region with the exclusion of those belonging to people who are part of the stable population of the island.
In the same period, the prohibition referred to in paragraph 1 is extended to motor vehicles with a total mass when fully loaded exceeding 26 tonnes, even if circulating empty, belonging to persons not resident in the territory of the Campania Region, as well as to vehicles longer than 10 m., with the exception of those registered to residents or companies based on the island of Ischia.
Exceptions
In the period and in the municipalities referred to in article 1, the following vehicles are excluded from the ban:
a) ambulances, law enforcement vehicles and hearses;
b) vehicles for the transport of goods with a capacity of less than 13.5 t. limited to the days from Monday to Friday, as long as they are not holidays. This limitation does not exist for vehicles transporting basic necessities and items subject to easy perishability, flour, medicines, laundry products, newspapers and information periodicals or luggage accompanying tourist groups arriving on charter flights with certification from the travel agency. voyage;
c) vehicles for the transport of goods of any capacity used for the transport of fuel, gas in cylinders and waste;
d) vehicles serving people with disabilities, provided they are equipped with the appropriate mark required by art. 381 of the decree of the President of the Republic 16 December 1992 n. 495, and subsequent amendments and additions, issued by a competent Italian or foreign authority;
e) vehicles for the transport of artists and equipment for occasional entertainment performances, conferences and cultural events. The landing permit will be granted by the Municipal Administration concerned, from time to time, according to needs;
f) buses longer than 7.5 meters and motorhomes which must park, for the entire time of their stay on the island, in special areas designated for them and can only be picked up upon departure;
g) vehicles owned by the Metropolitan City of Naples driven by hunting surveillance agents and vehicles owned by the Vesuvian Observatory – National Institute of Geophysics and Volcanology;
h) vehicles used by individuals who are owners of homes within the territory of one of the island’s municipalities and who, despite not having registered residence, are equipped with a special permit issued by the Municipality on which the location of the home owned is indicated , limited to only one vehicle per family unit;
i) vehicles transporting goods and equipment destined for hospitals and/or nursing homes, on the basis of specific certification issued by the healthcare facility;
j) vehicles transporting exclusively new vehicles to be registered;
k) vehicles used for road maintenance;
l) motor vehicles and motorcycles (as defined by art. 53 of the Highway Code) with foreign license plates, provided they are driven by persons not resident in the territory of the Campania Region;
m) vehicles, one for each family unit, of people residing in the territory of the Campania Region who demonstrate that they are staying for at least 15 days in a private house, with a regular rental contract, or for 7 days in a hotel in the Municipality of Barano d’Ischia, to which a special sticker will be issued by the Municipal Police of the aforementioned Municipality;
n) vehicles, one for each family unit, of people residing in the territory of the Campania Region who demonstrate that they are staying for at least 15 days in a private house with a regular rental contract or for 7 days in a hotel or other accommodation facility managed in a business manner located in the Municipality of Casamicciola Terme, which will be issued with a specific badge by the Municipal Police of the aforementioned Municipality, limited to the period from 30 March to 30 June 2024 and the period from 1 September to 31 October 2024;
o) vehicles, one for each family unit, of people residing in the territory of the Campania Region who demonstrate that they are staying for at least 15 days in a private house, with a regular rental contract, or for 7 days in a hotel in the Municipality of Serrara Fontana, to which specific authorization will be issued by the Municipal Police of the aforementioned Municipality;
p) vehicles, one for each family unit, of people residing in the territory of the Campania Region who demonstrate that they are staying for at least 15 days in a private house, or for 7 days in a hotel located in the Panza in Forio hamlet, to which a special permit will be issued by the Municipal Police of the aforementioned Municipality;
q) service vehicles for the transport of equipment used by the Territorial Service of the ARPAC Provincial Department;
r) vehicles belonging to people resident on the island of Procida who must go to the island of Ischia to reach the healthcare facilities located at the “A. Rizzoli”, with certification from the general practitioner or the hospital administration;
s) vehicles owned by individuals who can demonstrate, with certification of their insurance position, that they are employed by companies and production activities whose headquarters are in one of the municipalities of the island.
Permissions
The Prefect of Naples is granted the right, in case of proven and real necessity and urgency, to grant further authorizations in derogation of the ban on disembarkation and movement on the island of Ischia. These authorizations must have a duration of no more than 48 hours of stay on the island. If the needs that gave rise to the issuing of these authorizations are not exhausted within this time limit, the municipal administrations, in the presence of well-founded and proven reasons, may, with their own provision, authorize a further period of circulation for the strictly necessary period.
Sanctions
Anyone who violates the prohibitions referred to in this decree is punished with the administrative sanction of the payment of a sum from 430 euros to 1,731 euros as provided for in paragraph 2 of article 8 of legislative decree 30 April 1992, n. 285, with the updates referred to in the decree of the Minister of Justice dated 31 December 2020.
Supervision
The Prefect of Naples and the Port Authorities, each for the part of their competence, ensure the execution and assiduous and systematic supervision of compliance with the prohibitions established with this decree, for the entire period considered.
