Every year, in the high season, non-residents with cars, motorbikes and mopeds are prohibited from landing on the island of Salina.
It is therefore not possible to board the ferries to the second largest and most populous of the Aeolian Islands, with a vehicle in tow, generally from mid-June to mid-September, if you do not reside in the municipalities of Leni, Malfa and Santa Marina Salina.
Let’s see the ministerial decree in detail below, with the prohibitions, the precise dates in which it comes into force year by year, the exceptions and the sanctions envisaged.

Limitation on the influx of motor vehicles for the year 2024 on the island of Salina
Having seen the art. 8 of the legislative decree 30 April 1992, n. 285, as amended by legislative decree 10 September 1993, n. 360, concerning limitations on influx and road circulation in small islands where declared municipalities of residence or care are located;
Considering that pursuant to the aforementioned article, the Minister of Infrastructure and Transport, after having consulted the regions and municipalities concerned, has the power to prohibit, during the months of the most intense tourist movement, the influx and circulation of vehicles belonging to persons not belonging to of the stable population;
Having seen the resolution of the municipal council of the Municipality of Santa Marina Salina dated 18 January 2024, n. 10, concerning the ban on the influx onto the island of Salina of motor vehicles belonging to people who are not part of the population permanently residing on the islands of the municipality itself, as well as buses belonging to companies not having their registered office and administrative headquarters on the island itself;
Having seen the resolution of the municipal council of the Municipality of Leni dated 18 January 2024, n. 2, concerning the ban on the influx onto the island of Salina of motor vehicles belonging to people who are not part of the population permanently resident in the islands of the municipality itself, as well as buses belonging to companies not having their registered and administrative headquarters on the island itself;
Having seen the resolution of the municipal council of the Municipality of Malfa dated 22 January 2024, n. 7, concerning the ban on the influx onto the island of Salina of motor vehicles belonging to people who are not part of the population permanently resident in the islands of the municipality itself, as well as buses belonging to companies not having their registered office and administrative headquarters on the island itself;
Having seen note no. 19339 of 22 February 2024 with which the Territorial Office of the Government of Messina expresses its opinion on the issuing of the decree;
Given the favorable opinion expressed by the Sicilian Region communicated with note from the presidency n. 7864 2024;
Considered appropriate on 12 March to adopt the requested measure restricting road traffic for the reasons expressed in the aforementioned documents;
decrees the following:
Prohibitions
From 15 June 2024 to 15 September 2024, the influx and circulation, on the island of Salina, of motor vehicles belonging to people who are not part of the population permanently resident in the Municipalities of Leni, Malfa and Santa Marina Salina, as well as buses belonging to companies that do not have their registered office and administrative headquarters on the island itself.
Exceptions
In the period referred to in the art. 1 the following vehicles are excluded from the ban:
a) motor vehicles, mopeds and motorcycles belonging to owners of properties located in the territories of the three municipalities of the island of Salina who, despite not being residents, are registered in the respective municipal registers of the tax for the disposal of solid urban waste, limited to a single vehicle per family unit. This registration must be demonstrated exclusively with a certificate issued by one of the municipalities of the same island.
b) vehicles whose owners can demonstrate that they spend at least seven days on the island of Salina, in a hotel, non-hotel facility or private home, through a declaration made pursuant to the decree of the President of the Republic of 28 December 2000, n. 445 and subsequent amendments, in duplicate, one of which must be retained by the agency that issues the boarding pass and one must be displayed visibly inside the vehicle;
c) vehicles with foreign license plates;
d) vehicles used for the transport of goods, gas, fuel and waste transport;
e) ambulances, hearses, police and fire service vehicles;
f) vehicles used for television, cinema or transporting artists and equipment for musical and cultural events, conferences, exhibitions and shows, subject to authorization issued by the municipalities concerned.
Vehicles carrying people with disabilities can flow onto the island of Salina, provided they have the appropriate mark required by art. 381 of the decree of the President of the Republic 16 December 1992, n. 495 and subsequent amendments and additions, issued by a competent Italian or foreign authority.
In order to benefit from the exemptions, it is necessary to make, when issuing the travel document by the shipping company, a specific declaration pursuant to the decree of the President of the Republic of 28 December 2000, n. 445 and subsequent amendments, which certifies belonging to one of the categories of vehicles indicated in paragraph 1. These self-declarations will subsequently be transmitted by the shipping companies to the municipalities of the island of Salina for checks pursuant to art. 71 of the decree of the President of the Republic of 28 December 2000, n. 445.
Permissions
The Municipalities of Leni, Malfa and Santa Marina Salina are granted the right, in case of proven and real need and urgency, to grant further exemptions to the ban on landing on the island of Salina.
Sanctions
Anyone who violates the prohibitions referred to in this decree is punished with the administrative sanction of paying a sum from 430 euros to 1,731 euros as provided for by the art. 8, paragraph 2, of the legislative decree of 30 April 1992, n. 285, with the updates referred to in the decree of the Minister of Justice dated 31 December 2020.
Supervision
The prefect of Messina is responsible for the execution and systematic and assiduous supervision of compliance with the prohibitions established with this decree, for the entire period considered.
