Limitation of the influx of vehicles to the Aeolian Islands
The italian Ministry of Sustainable Infrastructure and Mobility) established the limitation of the influx of motor vehicles on the Aeolian archipelago. The influx and circulation of motor vehicles belonging to people who are not permanently resident in the islands of the Municipality are prohibited, according to the following schedule:
- Lipari: from 1st June to 30th September 2023;
- Alicudi: from 1st June to 31st October 2023;
- Filicudi: from 1st June to 30th September 2023;
- Panarea: from 1st May to 31st October 2023;
- Stromboli: from 1st May to 31st October 2023;
- Vulcano: from 1st June to 30th September 2023.
Ban on disembarking on the island of Salina
Exemptions
In the periods listed, the following exemptions are granted for the islands of Alicudi, Panarea and Stromboli:
a) vehicles used for the transport of things for the supply of commercial establishments with the obligation to park in the appropriate stalls in the port area for the unloading of goods;
b) for the islands of Panarea and Stromboli only, to motorcycles and electric mopeds belonging to homeowners who, although not resident, are registered in the municipal registers of the municipal garbage taxes of the Municipality of Lipari for the year 2021, limited to only one of the aforementioned vehicles per family unit;
c) to motor vehicles for the transport of artists and equipment for occasional performances, for conferences and cultural events. The permit will be granted by the municipality, from time to time, according to need;
d) ambulances and police vehicles.
In the periods listed, the following exemptions are granted for the islands of Lipari and Vulcano:
a) to motor vehicles, mopeds and motorcycles belonging to owners of homes located outside the urban perimeter which, although not resident, are registered in the municipal registers of the garbage taxes for the year 2021, limited to a single vehicle per unit familiar. Registration must be demonstrated with the relevant tax bill or certificate issued by the municipality;
b) to vehicles used for the transport of things;
c) to motor vehicles, mopeds and motorcycles belonging to people who can prove that they have a reservation of at least 7 (seven) days in a hotel, non-hotel or private home; where such residences were located within the urban perimeter of Lipari and Canneto, the owners of these vehicles
they must demonstrate that they have the possibility of a private or public parking (if any) and the corresponding declaration must be exposed, in a visible way, inside the vehicle;
d) to caravans and motor-caravans serving persons who can demonstrate that they have reservations for at least seven days in existing campsites, or public or private car parks, if any, and are stationed there for the entire period of their stay;
e) vehicles used in television, cinema or transporting artists and equipment for occasional performances, for conferences and cultural events. This permit will be granted by the municipality, from time to time, according to need;
f) ambulances, police vehicles and hearses;
g) tourist buses which, with regard to parking and circulation, must scrupulously comply with local ordinances.
In the periods listed, the following exceptions are granted for the island of Filicudi:
a) vehicles used for the transport of things for the supply of commercial establishments with the obligation to park in authorized stalls for the unloading of goods;
b) vehicles for television, cinema or transporting artists and equipment for occasional performances, for conferences and cultural events. This permit will be granted by the municipality, from time to time, according to need;
c) to motor vehicles belonging to people who can prove that they have a reservation of at least seven days in a hotel, non-hotel or private house, who must prove that they have the possibility of private or public parking (if any) and the corresponding declaration must be visibly displayed inside the vehicle;
d) ambulances and police vehicles.
Vehicles carrying people with disabilities can flow into the aforementioned islands, provided they have the appropriate mark provided for by art. 381 of the decree of the President of the Republic 16 December 1992, n. 495 and subsequent amendments and additions, issued by a competent Italian or foreign authority.
In order to benefit from the derogations, it is necessary to make, when the travel document is issued by the shipping company, a specific declaration pursuant to the decree of the President of the Republic of 28 December 2000, n. 445 and subsequent amendments, which certifies belonging to one of the categories of vehicles indicated in paragraphs 1, 2 and 3.
Authorizations
The Municipality of Lipari is allowed to grant further authorizations in derogation from the access prohibition referred to in this decree, for proven, urgent and imperative needs.
Implementation and supervision
The Prefect of Messina is in charge of the execution and of the assiduous and systematic surveillance of compliance with the prohibitions established with this decree, for the entire period in question.
